[udig-devel] Basque translation

Ack how did you find out about RC15 it is not supposed to be  
public :P.  You are correct I found out about the basque translation  
after I made that release for Andrea and tony.  Worry not the "real"  
release will have it.  I just have to fix 2 bugs and I will make  
another release
