You are correct there are two things going on here; as long as we were 
drawing the image to the pdf at 1:1 the picture was limitied to 72 dpi. 
So what we did was make a picture twice as big; and draw it at 50% size 
giving us 144 dpi etc...

Since the renderers and mapgraphics are drawing to a raster we needed to 
let them know the final dpi of the raster so they did not look small.
