[udig-devel] Updated instructions for optional eclipse plug-ins

I have updated this page:

It now covers fetching the Resource Bundle Editor, Myln Jira connector, 
and uDig documentation plug-in.
The RBE project has now moved to the Eclipse Babel project but (does not 
yet have an update stite) - looks like help for translations of Eclipse 
3.3.x is on its way.
