My impression is that this represents the "create point tool" falling 
out of sync with what is going on. I imagine if you
switched to the selection tool; and back to the create point tool 
everything would work out okay?

I think we should just fix the bug; if I understand what is going on the 
create point tool is adding points
to the blackboard for each layer; when we switched layers it should of 
noticed the change.
