OK, I have some explaination.

If I view the correct page 
http://udig.refractions.net/confluence/display/DE/Home
(which is UTF-8) as ISO-8859-1 it shows exactly the wrong characters that are currently on the wrong pages.

Obviously the page content was wrongly interpreted as ISO-8859-1, then saved again with the converted characters and advertised as UTF-8. ... or something like that.

Character encodings are fun ...
