Started a fresh install (still windows xp w/ german locale); and 
modified the nl/de/intro/root.xml to be an exact copy of the english 
intro/root.xml.

And I can now close ...
Opening up the online help results in a series of interesting errors 
from internet explorer;
"A runtime error has occured. Do you wish to debug? Line 8 Error: Object 
doesn't support this property or method."

If I hit no enough times the online help is displayed as normal, wonder 
if they have locked down a bit more javascript since we last ran online 
help?

I have also been able to work with projects and shapefiles created on a 
second drive under windows; I changed the relative file code to actually 
check if the file exists (if it does it is not treated as a relative path).
