I was finally able to reproduce this:
GOOD: Changing the command line parameter to -nl de worked perfectly; ie 
did not reproduce your problem
BAD: Changing the windows locale did not work, I was able to reproduce 
your problem - a NPE just as your promissed

Updaing the jar in place (to match the english one) did not accomplish 
anything; removing the entire "nl" directory fixed the problem the same 
way as a shotgun. Going to try a fresh install again and see what happens.

I concur; after the welcome screen has failed nothing seems to work. 
After a restart (so there is no welcome screen) everything is fine.
