[udig-devel] Testing RC14 no welcome on windows

Correct.

I am not sure if this should be included in the final release or not?
- pros: it would be up to date
- cons: it may become "newer" (reflecting the contents of trunk) than 
the application being run

1. So far installation went well
2. I had a pre existing uDig directory (C:\Users\Jody\Udig directory) so 
I was not shown the welcome screen. Also not available in help menu.
3. Removing the pre existing uDig directory and restarting still did not 
show the welcome screen
4. Uninstalling and trying again, at least on vista I was not asked 
about removing my C:\Users\Jody\Udig directory. I seem to recall that on 
Windows XP?
5. Reinstalling also went well
6. Still no welcome, also not avaiable in the Help menu.

I did not have vista access control turned on this time.
