 Be not confused... 

I found Axios split tool working for me just the same way as you informed earlier (that means not working), and buffering seems to be broken as well.
In RC13 case was that tools didn't show up at all.

Buffering is the part that upgrading to JTS 1.9 has broken. Everything 
else about the tools is fine.?
