Hi Jody,
It seems that some of these files are missing from M2 on refractions.
Anyway, you can find a copy of them on the geo-solutions repo:

   <repository>
      <id>geosolutions</id>
      <name>GeoSolutions libraries repository</name>
      <url>http://www.geo-solutions.it/maven_repo</url>
    </repository>
