[udig-devel] "All Operations" dialog added

Well Jesse that is it then; menus are juggled around and you can still 
get access to everything via an "other dialog" in the edit menu.

A couple of things I noticed when putting this together:
1. We only have a few operations in uDig by default (I know every time 
we make an application we pile on operations; we need to contribute some 
of this stuff back. Does anyone else have an operation they made?)
2. Operation categories now have a description; we will need to think of 
something sensible
3. Even though Operations have always been allowed descriptions; we have 
not filled in any yet.

I am going to have hunt around for some icons representing operations; 
both for this dialog and for the operations themselves. I am thinking 
something along the line of the eclipse "run" icons with a little arrow 
going down and to the right. The other idea would be to use a gear 
symbol representing wheels turning.

The utility class we have set up to hold our operations is not domain 
based; OperationCategory instances literally are menus and so forth.
