[udig-devel] Layers Panel Buttons Not Selected

I updated to the 1.1RC12 a while back and when I started working with my
current project, it displayed correctly, but the layers panel did not have
the current layers selected via their buttons:

I finally stumbled on a solution: close and reopen the map.  This fixed the
buttons panel to show the current layers as selected.

But apparently I need to do this each time I read in the map.  Not a big
deal, but worth mentioning.

Is there a fix?  Should it be reported in JIRA?
