[udig-devel] Simple World Map Viewer Program

uDig's map is only available in the editor but if that is acceptable  
then you can the uDig plugins to your application.  We currently have  
a bunch of optional net.refractions.catalog.* plugins that you won't  
need (just the shp one).  And you may not need the  
net.refractions.udig.tool.* plugins.
