Hole Cutter placed into a bad state if the hole drawn is somehow problematic

If the hole cutter tool fails because the user drew an invalid hole (for whatever reason), then the tool remains in a broken state.  Subsequent attempts at creating valid holes also fail while the Hole Cutter tool remains active.
