[udig-devel] dependecies of udig_language_feature

They are the translations for the platform.  Although I don't think  
they both need to be there.  Richard is telling me that there are 3.2  
language packs so we can update to those but the 3.3 aren't out.   
Perhaps we have to remove those dependencies until the 3.3 language  
pack come out.
