Export  to shape file does not create a .prg file.

No projection file is created for a shape file that is created using the export function of an ****existing ***** layer that was sourced either from wfs or shapefile originally.  (If you create a new feature type and set the default projection to something other than -1 then a .prg file is created when you export to shape file)
