Sorry, but this but is NOT fixed in 1.1.RC4  - at least not in the one I have ;-)
To ensure there is no misunderstanding: Drag an upper layer below two lower layers. The black line hint will tell you where the layer is supposed to get inserted. Remember the layer above and below. Then release mouse button. The layer will get inserted below both of them instead between them, as the black line suggested.
