Sorry, just realized I was plainly wrong! Images, html files etc. live in nl1/de/..., nl1/fr/... etc. directories, so there's no conflict with English files and therefore no need for separate NL1 fragments.

Not sure about language specific java code, but I don't think we have something like that.
