File -> New -> New Layer -> Oracle Spatial
On the Oracle Spatial - connect to an oracle spatial server page it attempts to make a connection each time a new letter is entered in the host field.  
Initially I entered the full name and it just sat there searching.  Clicking cancel stops it for a second before it starts searching again.
After a forced restart I entered all other connection details first then the first letter of the hostname at which point it started searching for a few seconds and then stopped.  I entered the second letter and it started searching again for a few seconds then stopped etc..  Once the whole correct host string had been entered it started searching as before but never stops and never finds anything.
Double clicking the cancel button seems to close the form ok.
