I have two existing polygons, and I am trying to snap the edge of one to the edge of the other. I snap one point, and it is fine. I snap a second point, and the second point is fine, but the first point has also moved, and is now wrong. I resnap the first point, and the second point is wrong. And so on...

It is somewhat dependent on which two points I pick -- not all points will exhibit this behavior. The attached screen captures show the two "toggle" states for the points.
