Option to snap vertices when feature is imported on to the editblackboard.  This is useful when editing features that are coverage like.  For example in elections polygons the edges are shared, at least from a semantic point of view.  So when editing the vertices should be at the same locations.  This option would ensure that the vertices are at the same location.
