Zoom using mouse scroll sometimes redraws incorrectly

When zooming using the mouse scroll wheel, the initial redraw occasionally has incorrect bounds.  Invoking the redraw map command displays the correct bounds.  The first zoom functions correctly, but often the second zoom is incorrect.
