There are currently no native language fragments for
- net.refractions.udig.location
- net.refractions.udig.legend
but they contain Strings that need localization, as far as I have seen.

Can someone create the fragments? The .properties files for them are in UDIG-423 (in uDig_German_translation_for_v1.1RC1.zip) and could be inserted directly. Alternatively I can commit them.
You know much better than me what it takes to create and register the fragments so they are actually used in the build and will appear in the published version of uDig.
