Hmm, interesting. Though not related to the original poster I'm looking
into the same problem. We have the problem that our users have a lot of
local data, mainly sattelite imagery. At the current moment uDig isnt
very good at directly displaying raster data but is good at displaying
WMS. So the trick is to get the local raster data into the WMS and let
uDig show the WMS image. The users don't care about WMS or server side,
local side. They only want to be able to view their data and analyze it.

What do I need for that? Two things I suppose. First of all I need a
plugin that integrates itself in the add layer dialog for data source
access. This is different from the normal "files" entry in there as data
will be moved to the server side and uDig needs to display the layer. 
Second I need to write a web service that accepts raster files and adds
them to the WMS configuration(nothing to do with uDig). 
At the moment (only started this last Friday :) ) I don't know yet which
dependencies and extension points are involved in writing the plug-in so
any hints would be welcome.

I'm curious how you want to integrate the two projects?  As I'm sure you
know uDig is a standalone editor/viewer.  Do you want to be able to
modify the configuration of map server using uDig?  Or do you have some
other idea?

But for specific designs and questions this list is the best place to
ask questions
