It is cool idea. and one is already started, the best place to start is 
on the GeoAPI list - it is the
formal interfaces that GeoTools is working on implementing. Another .net 
project exists with the
same goal - cannot remember the name right now ;-)

Yes - ruby! I think .net recently got a ruby port eh? But what I want 
and what is useful is different...
Perhaps I can hold out for a JVM ruby interpreter.

That said if you want to play on windows, you can still use uDig as a 
front end, as with eclipse
you can embeded controls for things like PDF, or word docs, or your own 
custom stuff.
Not cross platform but makes for a good demo.

Um what do you mean by SDK? GeoTools is a library of all you need for 
spatial happiness, from data access to
standards based rendering.  Suitable for both desktop applications and 
server side applications.

uDig has a more focused goal of helping those working on Desktop GIS 
Applications, and provides
a Platform capable of working with additional GIS Toolkits other then 
GeoTools (including those written
in C, etc...).

An SDK download is available for uDig and is a great starting point for 
GIS Application development.
It is structured as a "platform" rather then a "framework" (cause 
framework is so 90s and we want to be cool and modern).
